Inheriting backgrounds working as designed?

In Settings, I have set a default background to a specific media item, a solid colour image, and ticked the option to "Inherit background when 'none' is selected.
But what I am finding is that, in the cue list, cues inherit the background from the preceding item. So. if I have a video for item 3 in the cue list, items 4 and onwards, whether they have lyrics or slides in the foreground, then have the video playing as their background, rather than the static image I wanted.
Is this working as designed or is it a bug?

This is correct. It will inherit the background of the cue right before it. So cue 4 is taking from cue 3, which happens to be the video background. In this case, you'll want to set your desired background on cue 4, and set inherit background for cues 5 and beyond. I would probably turn off the default setting for inherit background and just set it manually per each cue/cue list.

You can also go to Settings > Cue Defaults > Default Background and select that solid color background. This will make all cues default to that solid color background unless you manually change it for the cue.

This is better if you are using the exact same background for every cue in every service, whereas inherit background is better if you are using the same background across a service but changes from week to week.

I have got that set up, but I have found that the 'inherit from the previous cue item' characteristic seem to overrule the setting. This is what initially led to my question.

I am also struggling to get the "default" cue background to work. I thought that if I had a default specified in settings, that if I made my cue background "none" and did NOT check the "inherit" box, it would use the default cue background that I specified in settings. However this does not appear to be the case and is causing me to pull my hair out in frustration.
